If you have obtained a report in the past, it must be dated within one year of your start date and must show EMPLOYMENT (not volunteer) as the purpose of the report.

1) The Child Abuse History Clearance can be obtained electronically from the PA Department of Human Services website: https://www.compass.state.pa.us/CWIS The $13.00 fee for this report is paid by credit card or debit card.

2) Create an individual account (or click on Individual Login if you have already created one in the past) and submit your clearance application online. A few notes:

  • Your KEYSTONE ID is your personal username to create upon initial login (essentially, your username)
  • In the application you will be asked for your address history since 1975, so you may want to gather that information before beginning your application.) 
  • Choose: School Employee Governed by Public School Code
  • If you need assistance logging in, contact the CWIS Support Center at 1-877-343-0494
 
Note: The Keystone ID is the personal username you create for logging in and accessing your application or certificate.
 
 
Tips for employees renewing clearances after 5 years:
  • If you remember your Keystone ID/username but not your password, you can click the “Forgot Password” link to reset.
  • If you cannot remember your Keystone ID/username for your individual login for a password reset, it is okay to create a new account for yourself.
  • If you were able to log in to your established account and none of your information has changed in the five years since your previous application (not moved, no name change, etc.) you can click on the green “Resubmit” link
  • If you need assistance logging in, contact the CWIS Support Center at 1-877-343-0494

3) If your application cannot be processed right away, you will receive an email notification of the outcome within 14 days. 

4) CURRENT EMPLOYEES: Once you receive your official clearance report, submit it to Karen Zucker in the Human Resources department as soon as possible (email to: kzucker@pvsd.org). 
     NEW EMPLOYEES: Once you receive your official clearance report, submit it to Danielle Kellon in the Human Resources department as soon as possible (email to: dkellon@pvsd.org)
 
5)  Please familiarize yourself with Board Policy 806 regarding child abuse, including the reporting procedure: 
 

School employees, independent contractors or volunteers who suspect child abuse shall immediately make a written report of suspected child abuse using electronic technologies (www.compass.state.pa.us/cwis) or an oral report via the statewide toll-free telephone number (1-800-932-0313). A person making an initial oral report of suspected child abuse must also submit a written electronic report within forty-eight (48) hours after the oral report. Upon receipt of an electronic report, the electronic reporting system will automatically respond with a confirmation, providing the district with a written record of the report.[13][19][20]

 A school employee, independent contractor or volunteer who makes a report of suspected child abuse shall immediately, after making the initial report, notify the building principal or administrator and if the initial report was made electronically, also provide the building principal or administrator with a copy of the report confirmation. The building principal or administrator shall then immediately notify the Superintendent or designee that a child abuse report has been made and if the initial report was made electronically, also provide a copy of the report confirmation.[13][19][20]

PAPER SUBMISSION

Paper submissions of the Pennsylvania Child Abuse History Clearance application will still be accepted for anyone who does not have access to the internet. Submit paper applications to:

1. The instructions for completing the Pennsylvania Child Abuse History Clearance application are now included on the last page of the application and can be printed for easy reference when completing the application. Failure to comply with the instructions that are attached to the application will cause considerable delay in processing the results.

2. Applicants can now type their information directly onto the application, or the information can be hand-written onto the application.

3. If the information is typed directly onto the application, the information will NOT be able to be saved on a computer unless the computer has a licensed version of the acrobat adobe software. Therefore, please be sure to print the completed application before closing the document so that the information typed on the application is not lost.

4. If you have trouble accessing the application, you may need to download the latest version of Adobe Reader, which is available free on the internet.

NOTE: ALL information that has been entered directly onto the application will be lost if you close the application prior to printing it (if your computer does not have a licensed version of the Acrobat Adobe software).

Once the application is received in the ChildLine and Abuse Registry’s Verification Unit, the results of the Pennsylvania Child Abuse History Clearance will be mailed to the applicant’s address that was noted on the application within 14 days from the date that the application is received in the ChildLine Verification Unit.
